He was the son of John and Caroline Phillis and the brother of Dora Phillis. They lived at Middleton Street Radford Nottingham.
He was an apprentice leather finisher in 1911.

Lance Corporal Frank Phillis, 18th Battalion The King's (Liverpool Regiment), formerly of the Robin Hood Rifles, was killed in action on 31st July 1917. He is commemorated on the Menin Gate, Ypres, Belgium
In memoriam published 7th May 1918 in the Nottingham Evening Post :- “PHILLIS. – Missing July 31st, 1917, now reported died same day, Lance-Cpl. F. Phillis, King's Liverpools, late Robin Hoods, dearly loved and only son of Mr. and Mrs. Phillis, Middleton-street, Radford, aged 23.
