He was the husband of Violet Annie (née Morrell) Downing and the father of George and Norman Downing. They lived at 28 Cobden Street, Radford, Nottingham. They had formerly lived on Plimsoll Terrace, Denman Street.
He was a lace warehouseman in 1911.

He was reporting missing on the first day of the Battle of the Somme and his death confirmed the following year. He has no known grave and is commemorated on the Thiepval Memorial.
Nottingham Post notice (abridged), 18 June 1917: 'Downing. Missing July 1st 1916, now reported killed, Private PE Downing, Sherwood Foresters, age 24. Husband of Violet Downing, late of Plimsoll Terrace, Denman Street. Wife and baby.'
