Wallace was the son of Henry and Fanny Draper. He had two elder brothers, Joe born 1884 and Arthur born 1891. In 1911 the family were living at Misterton.
He was employed as a farm labourer.

Wallace served in the Royal Navy as a stoker. he was wounded during the battle of Heligoland in 1914 but continued to serve in the war. He was invalided out of the Royal navy later in the war and died of lung disease in 1921
